The Palm Beach County Convention & Visitors Bureau has taken proactive steps to make sure funds will not be misappropriated in the future, says a follow-up review written by the Palm Beach County Clerk & Comptroller Office. Between June 2003 and October 2006, the CVB’s comptroller Donna Duffer wrote 222 checks made payable to herself, totaling $1.589 million; she pleaded guilty to grand theft and money laundering charges in July 2007 and was sentenced to 10 years in prison.
Tourism bureaus in Fresno, Calif., and Palm Beach County, Fla., are fighting to survive after independent audits in December discovered convention and visitors bureau (CVB) employees were using taxpayers’ dollars in questionable ways.
