It looks as if the Western Hemisphere Travel Initiative (WHTI) for land and sea ports of entry requiring U.S. travelers returning from Mexico, Canada and the Caribbean to carry a passport may not go into effect until, at the earliest, June 2009.
If you or your attendees are still waiting on passports, you’re not alone. But the Department of State has instituted relaxed travel guidelines, effective through Sept. 30, and are offering refunds to travelers who paid to have passport applications expedited, but did not receive them in time.
