It looks as if the Western Hemisphere Travel Initiative (WHTI) for land and sea ports of entry requiring U.S. travelers returning from Mexico, Canada and the Caribbean to carry a passport may not go into effect until, at the earliest, June 2009. Initially scheduled to be implemented beginning Jan. 31, 2008, the measure was delayed by Congress in a resolution passed as part of an omnibus spending bill last month. Congress also voted to withhold funds from the Department of Homeland Security until it can report on the WHTI’s feasibility to Congress.
